The rules describe it as a budget "to spend with Right Toyota," and it cannot be taken as cash. The winner travels to Arizona to make selections, and the clock is short — "All vehicle selections, options, and factory orders must be finalized and submitted to Right Toyota within the same fourteen (14)-day period," after which "Any portion of the Prize budget not committed to the purchase of vehicle(s) or approved accessories within that period may, at the Sponsor's sole discretion, be forfeited." Spend $130,000 and dawdle on the last $20,000 and you may simply not get it. Restricting a donated dealer allowance to one store and one window is ordinary for a partnership prize like this, but it does mean the $150,000 only fully materializes if the winner commits all of it.
